NIGER DELTA, THE QUEST AND THE WORKABLE SOLUTION

THE NIGER DELTA ABORIGIN, HEGEMONY AND GEOGRAPHY.

The Term Niger Delta is used to refer to people of different aborigines within the deltaic region of the Nigerians state. This comprises of about 140 million people[1]of the then different nations among which are; the Itsekiri nation, the ijaw nation, the urhobo nation, the Ibibios, the Efik, the kalabaris, the old benin kingdom, iladje nation and some parts of ibo nation. Each of these nations was autonomous until 1914 when the northern, Western and the eastern hegemonies were amalgamated to form the Nigerian state as it is today.

The Niger Delta stretches across a swampy terrain of coastal areas which include; Akwa-Ibom State, Bayelsa State, Cross River State, Delta State, Edo State, Rivers State and Ondo State.

The entire above compendium as contained in the Niger Delta and the politics of oil[4] I refer to as the Quest.

IN LINE WITH THE FEDERAL GOVERNMENT OF NIGERIA’S 7 POINT AGENDA


IN LINE WITH THE MILLENNIUM DEVELOPMENT GOALS.




From the ongoing issue it is clear that the answer to the Niger Delta Challenges lies in the region and it takes inner eyes to see through the thick clouds of doubt and unbelief to decipher the code to these problems.
Having being in this region for the past six years and about to get married to one of the daughters of the soil, I am beginning to see what everybody is not seeing.
The problems can be classified into three 3 stages;
1. The Militants action in the region due to wide spread of arms in the wrong hands of jobless, angry, hungry and desperate youth.
2. The Potential youth in the making which will be more desperate and dangerous if not curbed immediately.
3. The older generation desperate but has no force. Poverty ridden and poisonous at heart due to the regions state of neglect by the federal government, state government and oil Companies.

It is in the light of these situations that I have volunteered to proffer solutions to these riddles that urgently require attention of the nation as a whole, before it turns into sectional displacement or regional crime.

I am not asking for money but a chance to mediate and bring these problems to a logical and reasonable conclusion.

I am available to contribute my own quota to the development of our dear land.

I am optimistic that it is going to be a Win-Win situation. There shall be no loser nor vanquished.

I submit that the nation will yet witness a boom in the economy as we are set to develop the nation through compatriotism and dedication to the course of our motherland.

Some really bad people exist, but the few good ones can take the nation to a lofty height as in our national anthem. On this note I call on all Nigerians everywhere to join in the building of a noble country for our nationals and the pride of black nation worldwide.
Our president has given us his commitment to build a nation,
Our amiable governor of Delta State has pledge his commitment to the development of the state. Let everyone who is ready to join in building the nation of our dream come out and identify with this clarions call.

Proposal and PROJECT STRATEGIC Plan
Due to over neglect of this region by the government of Nigeria since the early discovery of Oil at oloibiri in 1959, the region has been left with virtually nothing, and the few privileged has heaped for themselves a lot of wealth. In order to secure what they have they used the youth as protective with weapons in their hands. Now the youth has turn around to hunt down the populace because the few rich could no longer meet their needs, what we now have is militancy. Unfortunately the problem has grown beyond the surface outlook. The question is:
How do we disarm the militants without the application of force?
How do we mop up the arms proliferated in the hands of the jobless youth?
How do we engage the youth in useful engagement in order to restore the Glory of the land?
How do we secure the future of our dear land towards a better tomorrow?
How do we eradicate poverty and hunger?
How do we integrate the principles of sustainable development into the country policies and programmes and reverse the loss of environmental resources?
How do we achieve a significant improvement in the lives of at least 10million slum dwellers?

The answer is SYNERGY. If we really want to proffer lasting solution to the challenge at hand then we should ask ourselves, do we really want to solve the problem from the root.
Is the federal government ready to come low to the people?
If yes then there is light at the end of tunnel. The Federal Government rep. (V.P), the state government (Gov) and the Oil companies (MDs) and NGOs should form a JOINT INTERVENTION TEAM – JIT. The JIT will partner with the Oil producing communities, the militants, and Youth representatives and have sessions for storming, forming and performing. The result will lead to a concrete idea that will transform the area.

With appropriate light in the atmosphere, our values will change.
Our orientation will change.
Our attitude will change.
Our position will change from restive youth to element of change.
Our communities will witness rapid development, poverty and joblessness will become a thing of the past, our people will no longer be hungry, our children will have access to good education, our communities will have good drinking water, and our old ones will no longer die in sorrow. Then the glory of our land will be restored.

THE IDEA
THE FEDERAL GOVERNMENT OF NIGERIA.

1. The federal government presence should increase in the Niger delta.
2. Pardon for the militants willing to give up arms
3. Compulsory education for all Niger delta children with scholarship and close supervision. (Scholarship could be outside the region)
4. Community based development schemes through SMEDAN, NAPEP, etc.
5. Tourism promotion and development in the region


THE STATE GOVERNMENT.

1. The state government should participate through enlightenment of the populace, using Oil Producing Commissions – should raise community workers that will campaign in the grass-root.
2. Raise ethics in schools and communities.
3. Juvenile Deliquescent centers should be built for reformation.
4. Raise the level of education in the schools and ensure discipline in the secondary and primary schools.
5. Initiate a Youth Forum programmes on the media stations.


THE SPDC AND OTHER OIL COMPANIES
1. Organize training and awareness campaign for all community representatives – Trainers
2. Offer temporary Jobs to all militants that are willing to give up arms, and help train them in their area of interest.
3. Pilot the Joint sessions with JIT.
4. Show interest in the development of the Niger Delta.

MORE ACTION LESS TALK - MALT

THE HOW TO SERIES
1. MILITANTS

THE FEDERAL GOVERNMENT SHOULD SET UP A SPECIAL MARINE CORP {USING THE PARDONED MILITANTS} – TO POLICE THE WATER WAYS AND ACT AS OIL INSTALLATION SURVEILLANCE.
Since they are militants and already know how to use ammunitions, it becomes easy for the FGN to adopt and re-train them for the purpose of policing the waterways.

The factions could be turned into platoons and the faction leaders will act as platoon commander (CAPTAIN-RANK).

CAPTAIN SERGEANTS RECRUITS

Then all the CAPTAINS (PLATOON COMMANDER) will report to Drafted MILITARY personnel either a Major in the Nigerian Army or its Equivalent in the Nigerian Navy. E.g. EFCC.

FGN should build a camp like barrack in the creeks for them.
Attached to each camp will be a HELIPAD. Then provisions for communications and transportation should be made.

The special Marine Corp could be used to police water transportation. And all transporters must be dully registered like the road vehicles, for easy policing.




SALARY STRUCTURE.
The salary structure should be attractive different from the Nigerian Police or Army.
Should be equivalent of the Oil Industries, That is THE CAPTAIN SHOULD BE RANKED AS SUPERINTENDENT IN THE OIL COMPANY,

- SERGEANT – SITP GRADUATE
- RECRUIT - #150,000.00 - #250,000.00.

Subsequent recruitment could be made by the in this order (70% Niger deltans, 30% other part of the country for gradual mix up and accessibility and understanding of the creeks


2. EDUCATION

THE FEDERAL GOVERNMENT AND STATE GOVERNMENT SHOULD WORKOUT A MODALITY TO MAKE PRIMARY AND SECONDARY EDUCATION FREE AND COMPULSORY.

· BUILD SCHOOLS AND ACCOMMODATIONS FOR TEACHERS WITH AMENITIES – THIS WILL ERADICATE IGNORANCE THAT LEADS TO ABJECT POVERTY.
· ORGANIZE A SPECIAL TRANSPORTATION SYSTEM FOR THE TEACHERS AND THE STUDENTS NOT BASED IN THE COMMUNITIES.
· SPECIAL FEEDING SCHEME FOR THE STUDENTS – OIL COMPANIES CAN COME IN HERE.
· SCHOLARSHIP SHOULD BE GIVEN TO BRIGHT STUDENTS IN GOOD SECONDARY SCHOOLS OUTSIDE THE REGION AND PRIVATE UNIVERSITIES RESPECTIVELY.



3. HEALTH CARE

THE FEDERAL GOVERNMENT, STATE GOVERNMENT AND OIL COMPANIES SHOULD WORKOUT SYNERGIZE HERE TO MAKE PRIMARY HEALTH CARE ACCESSIBLE TO ALL OIL PRODUCING COMMUNITIES.

· BUILD WELL-EQUIPPED HOSPITALS AND LABS. IN THE COMMUNITIES. EMERGENCIES AND COMPLEX CASES CAN BE REFERRED TO SPECIALIST HOSPITALS BUILT IN THE STATE CAPITALS.
· FOR EMERGENCIES THE SPECIAL MARINES CORP HELIPAD COULD BE USEFUL HERE.
· FREE HEALTH CARE (ANTENATAL CARE).
· SAFE DRINKING WATER IN EACH COMMUNITY - URGENT

4. WATER TRANSPORTATION

5. COMMUNITY DEVELOPMENT PROJECTS

THE COMMUNITY DEVELOPMENT SCHEMES OF SHELL AND OTHER OIL COMPANIES CAN NOW WORK.

OIL PRODUCING DEVELOPMENT COMMISSIONS CAN NOW HANDLE COMMUNITY DEVELOPMENT SCHEMES.
· FISH PROJECTS
· POULTRY AND PIGGERY
· THEN MARKETING PLAN SHOULD BE PUT IN PLACE.


6. JUSTICE AND EQUITY

THE NATIONAL HOUSE OF ASSEMBLY SHOULD PROMULGATE LAWS THAT WILL MAKE IT ALMOST IMPOSSIBLE FOR PUBLIC OFFICE HOLDERS AND POLITICIANS TO LOOT OUR RESOURCES.

SET UP SPECIAL TRIBUNALS TO TRY CORRUPT POLITICIANS PUBLIC OFFICE HOLDERS. (SET EXAMPLE LIKE GHANA)
· ICPC AND EFCC SHOULD BE MADE EFFECTIVE.
· ASSET DECLARATION – EXAMPLE PRESIDENT MUSA YAR-ADUA DECLARED HIS ASSETS
· SET UP PHYSICAL ASSET VERIFICATION OFFICERS/AUDITORS – WHICH WILL CARRYOUT ASSET VERIFICATION AFTER COMPLETION OF TENURE OF PUBLIC OFFICE HOLDERS. AND WHERE FOUND WANTING THE CULPRIT SHOULD BE BOOKED AND PUNISHED APPROPRIATELY TO SERVE AS DETERRENT TO OTHERS.
